The military government of the 70:
The political crisis unleashed by the alleged loss of a page of the contract of the International Petroleum Company with the Peruvian government, creating a wave of national outrage and an excuse for the coup by Juan Velasco Alvarado on October 3 1968. The Revolutionary Government of the Armed Forces (led by Velasco until 29 August 1975 and then by Francisco Morales Bermudez) is undertaking an ambitious agrarian reform, a massive nationalization of companies and take steps to encourage a large state industry. Confiscates the media and boasts an aggressive militarist and nationalist discourse. But the problems of military reform soon evident inefficiency, indebted to the State and released from an acute economic crisis. Francisco Morales Bermúdez faced discontent and popular pressure to return to democracy. So a new Constitution (1979) drafted by a democratically elected Constituent Assembly is the first step toward a return to legality. After the elections of May 18, 1980, Belaunde returned to power.
